About the Position: The College of Communication is committed to advancing a democratic society by preparing students to perform in a variety of communication professions. California State University, Fullerton is searching for an exceptional individual to join our team as the Budget Analyst (Administrative Analyst/Specialist-Exempt II). The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness. The Budget Analyst also serves as the Administrative Office Analyst for the College of Communications. As a Budget Analyst, expedites all fiduciary work for the college. Assists the Dean with the development and maintenance of the annual budget. Ensures all units within the college are in compliance with CSUF, CSFPF, Auxiliary, CSU, and externally mandated policies and procedures. These units include, but are not limited to: the Dean's Office, the Department of Communications (COMM), the Department of Human Communication Studies (HCOM), and the Department of Cinema and Television Arts (CTVA), Communication Sciences and Disorders (COMD), Daily Titan newspaper and multimedia website, Tusk Magazine, Titan Communications Radio and TV, and college centers and clinics. Independently researches, analyzes, evaluates, and expedites all budget and procurement matters for the college and facilitates the timely processing of all required paperwork. Reviews results against targets and budgets and provides regular and accurate reports and updates to the Dean, Associate Dean, departments, and other units. Participates in campus budget meetings, meets monthly with department coordinators to disseminate information, and provides direction and training. Ensures the timely dissemination and collection of funds due to and from all sources to the college and its operational units. Reinforces the use of proper coding to ensure data integrity. Reviews all full-time and part-time faculty, staff, and student contracts. Communicates entitlement details to department chairs. Processes all travel forms for college administrators and directors. Assists the Dean and Associate Dean with FTES and enrollment management as it impacts the budget. Supports Human Resources (HR) for the college by serving as back up to the HR coordinator. As Administrative Analyst for the Dean's Office, performs a wide variety of administrative tasks and technical duties in support of the Dean and Associate Dean. Serves on the College Executive Council providing reports and input regarding fiscal resources related issues. Trains and oversees student assistants as necessary. Provides ongoing guidance and training to department personnel on a wide variety of fiscal matters. Regularly attends meetings and represents the college on budget, procurement, and related operational matters. Serves as college representative for the CMS PeopleSoft finance system and ensures that information relating to systems, policies, guidelines, and/or process change is disseminated to college staff and departments in a timely manner. Other duties as assigned. Essential QualificationsBachelor's degree from an accredited four year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of fiscal policies, procedures, practices or programs plus four years of related experience. Possesses relevant fiscal management experience. Working knowledge of and the ability to apply standards, principles, practices, and techniques applicable to the administrative specialty to develop conclusions and make recommendations. Thorough knowledge of the policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty . Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems and address them proactively. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form. Proficiency with Microsoft Excel, Word, and Outlook. Ability to train others on new skills and procedures and provide lead work direction. Detail oriented with excellent organizational and interpersonal skills. Ability to communicate effectively with individuals, both verbally and in writing, at varying levels across divisions. Ability to maintain positive, supportive relationships with all constituents. Ability to work independently, manage multiple priorities, exercise sound judgment, and maintain confidentiality. Preferred QualificationsMaster's Degree in accounting or related field and 4 or more years of relevant fiscal management experience. Relevant experience working in a higher education environment, as well as experience with CMS PeopleSoft, Microsoft Office, and other related software applications. Demonstrated ability to make accurate financial and student enrollment projections and recommendations. Ability to train, guide, and support other staff in understanding and carrying out duties related to fiscal matters. Ability to promote a pleasant work environment. License/ CertificationValid California driver's license. Position requires the use of a personal or state vehicle to attend and/or participate in certain college events and to purchase supplies.
