Essential Duties and Responsibilities:

The Director is accountable for the development, implementation, and administration of all phases of Human Resources including, but not limited to: employee relations, recruitment and selection process, HRIS, compensation, benefit programs, organizational development and training, legal compliance, safety and worker's compensation. The Director is responsible for formulating human resource policies, programs, and procedures and providing advice and counsel concerning human resources policies and procedures. The ASI organization consists of approximately 65+ full-time staff, some part-time staff, and 350+ part-time student employees. The Human Resources Director directly supervises two to four professional staff members and multiple student assistants.

Policies and Procedures

--- Together with the Executive Director, Associate Executive Director, and Assistant Executive Director, this position is a member of the senior management team that reviews relevant personnel, safety, and administrative issues to develop and implement applicable corporate-wide policies.

--- Analyze, develop, and recommend appropriate personnel policies and procedures for implementation. Regularly review ASI HR Policies and Procedures for compliance with Federal, State, and other applicable agency regulations affecting ASI and its employees. Review new HR legislation. Assure amendments and revisions are implemented and distributed. Consult with legal counsel to ensure policies comply with Federal and State law.

--- Assure that all personnel policies and practices meet both the letter and spirit of equal opportunity and affirmative action.

--- Handle special projects or reports as requested by the Executive Director in regard to personnel, budgetary, and administrative concerns.

Recruitment and Selection

--- Recruit, train, evaluate, and supervise the Human Resources staff to include the Coordinators, Assistants, and student employees.

--- Oversee the employee recruitment program which both fulfills the applicable legal requirements of the law and secures a representative diverse pool of applicants for both full and part-time staff and student positions. Develop job announcements and recruitment ads. Serve as the Affirmative Action facilitator to ensure that the best qualified individual is selected. Assist supervisors in the coordination of the interview process to ensure proper compliance with relevant organizational policies and procedures; serve on interviewing panels (as an HR representative).

--- Responsible for the development, implementation, and maintenance of staff and student job descriptions, classification of positions, and the selection process.

--- Responsible for the review and certification of employment eligibility verification in conformance with the Immigration Reform and Control Act, maintain records and files accordingly. Responsible for compliance of International Student/Non-Resident Alien requirements, and all other eligibility verification requirements

Employee Relations

--- Maintain confidentiality of Personnel information. Assure that employment verification references are provided according to established policy guidelines.

--- Provide assistance and guidance to managers, supervisors, and staff regarding personnel problems and appropriate resolution. Provide additional assistance and training in conducting performance evaluations, recruiting, and organizational changes or job audits.

--- Conduct defensible internal investigations into complaints filed by employees or the general public as they relate to harassment, work related injuries, and any other personnel or safety related complaints. Evaluate, maintain confidentiality, and guard against information leaks. Determine the correct remedy from investigations; maintain relevant documentation to support actions; recommend action to be taken.

--- Develop, implement, revise, distribute, and maintain all personnel handbooks, brochures, manuals, salary schedules, and personnel forms.

--- Represent ASI to outside agencies, individuals, and organizations on matters related to the human resources functions (i.e. Fair Employment & Housing Commission, Employee Development Department, State of California Labor Commissioner's Office and other external regulatory agencies).

--- Develop and conduct information sessions to educate supervisory and management staff regarding personnel policies and techniques which promote effective employee relations. Conduct informational benefits, and/or policy workshops for full-time staff as needed.

--- Oversee and document personnel and payroll changes, such as merit increases, salary adjustments, leave of absences, terminations, and retirement.

Benefits Administration

--- Develop, implement, manage the administration of the comprehensive benefits program for the corporation and serves as Plan Administrator to these programs (i.e. medical, dental, vision, pension, 403b, EAP, etc.).

--- Negotiate with benefit providers to assure that benefits coverage is at the desired levels for a reasonable cost.

--- Evaluate and recommend alternative benefit programs.

--- Prepare informational data; interpret policy and procedures to facilitate the understanding and processing of documents; and interpret rules and regulations pertaining to the various benefit programs.

--- Assure compliance with all reporting requirements and COBRA regulations.

Human Resources Information System

--- Ensure the information data within the HRIS system is correct and up to date. Oversee maintenance and assure the integrity of the personnel and payroll files and records included in the HRIS system

--- Ensure that records and files conform to corporate policies and applicable labor laws.

--- Develop and document procedures for all system changes.

Compensation

--- Review salary levels to assure ranges are internally equitable and externally competitive and comparable to the CSUF campus and broader non-profit, educational community. Conduct job audits and determine the proper classification and salary range. Conduct compensation surveys to determine salary rates and ranges for comparable positions in other organizations and analyze results. Prepare recommendations for salary adjustments or reclassifications required to maintain competitive rates.

--- Annually compile and provide budgetary information to management on salary and benefit projections for fiscal budget preparation and control.

Safety and Worker's Compensation

--- Together with the Executive Director or designee, serves as a plan Administrator responsible for the development of an on-going comprehensive employee safety program.

--- Responsible for the implementation of the Illness and Injury Prevention Program. Serves as a member of the Safety Committee.

--- Responsible for keeping abreast of CAL-OSHA policies and regulations; developing, maintaining, and updating safety manual and forms; maintaining safety training, certification, and medical documentation; scheduling safety related training workshops as needed. Maintain strict adherence to safety procedures. Responsible for monthly departmental safety meetings.

--- Administer Workers' Compensation, State Disability Insurance (SDI), and Unemployment programs. Review and complete all applicable reporting forms.

--- Responsible for the Worker's Compensation program, maintaining a low incident rating by using follow up procedures on treatments and status of claims. Maintain high visibility to claimants and insurance company to insure proper care and claims processing.

Organizational Development and Training

--- Review and analyze organizational needs; develop and coordinate professional staff development; implement seminars, workshops, resource library, etc.

--- Coordinate and conduct annual Student Assistant Orientation/Education session

--- Conduct training for in-house staff development.

Miscellaneous

--- Coordinate Annual Staff Awards program.

--- Serve as a member of the AOA Human Resources Committee, as needed.

--- Serve as a Trustee for Voluntary Employee Benefit Administration trust account

--- Serve on university committees as requested.

--- Other duties as assigned.

Education and/or Work Experience Requirements

Education:

Bachelor's degree in Business or Human Resources Administration or related field. Master's degree preferred.

Experience:

Equivalent to seven (7) years of progressively responsible professional and supervisory work experience in an administrative staff capacity including five years in human resources management experience involving compensation and benefits, administration, employee relations, safety and workmen's compensation, and recruitment and training - preferably within a public or non-profit organization. Experience in CSU Auxiliary system preferred.

Skills:

Must have working knowledge of a Human Resources Information System (Dayforce-Ceridian Preferred) and report writing, and MS Office. Working knowledge of computer generated payroll system (Dayforce-Ceridian Preferred).

Knowledge:

--- Thorough knowledge of current laws and regulations applicable to business and personnel functions.
